Every organisation / company within the UK should have access to 1 (or more) persons to give them 'competent' Health & Safety advice. You have a few options:
1. Appoint people within your organisation - You may decide that certain people within your organisation understand all there is to know about advising on Health & Safety requirements. From experience, this is normally added to an employees duties and time may an issue. They may also find difficulty in committing to managing Health & Safety matters. Also, you need to appreciate that it would be extremely difficult to know whether they have the relevant 'competency' to fulfil the role.
2. Employ a Health & Safety Manager / Adviser / Officer - Although appointing a Health & Safety professional may well be the right thing to do, this can be quite expensive. Large companies most probably can afford this but the appointed person may need professional support. (The average salary of a Health & Safety Manager in the UK is circa £35,000 per year. Retrieved from www.payscale.com/)
